وزيرة التضامن الاجتماعي والنائب العام يشهدان توقيع بروتوكولي تعاون بين الوزارة والنيابة العامة
شهدت الدكتورة مايا مرسي وزيرة التضامن الاجتماعي، والمستشار محمد شوقي النائب العام توقيع بروتوكولي تعاون بين الوزارة وهيئاتها التابعة والنيابة العامة، وذلك بهدف تعزيز التعاون بين الجانبين.
وقع بروتوكول التعاون الأول بين النيابة العامة وبنك ناصر الاجتماعي « صندوق نظام تأمين الأسرة» المستشار ياسر حسين رئيس الاستئناف مدير النيابات، والأستاذ وليد النحاس نائب رئيسة مجلس إدارة الهيئة العامة لبنك ناصر الاجتماعي.
ويهدف البروتوكول إلى حفظ وصيانة المال العام، وحفظ وصيانة حقوق الأسرة المصرية، وتقديم كافة سبل الدعم لها وحمايتها،وتحقيق العدالة الناجزة التي تنادي بها القيادة السياسية بمفهومها الصحيح، فضلا عن تطبيق كافة معايير الرقمنة والأرشفة الألكترونية للأحكام وحفظها والرجوع إليها بسهولة عند الضرورة، وتوثيق سبل التعاون بين كافة جهات الدولة وربط الأنظمة ببعضها لسهولة العمل ونقل البيانات بصورة آلية، وتوفير الأموال المهدرة والوقت المهدر في اتخاذ الإجراءات التقليدية، وضمان تحقيق أقصى درجات الحوكمة والملاحقة القضائية.
أما بروتوكول التعاون الثاني الموقع بين وزارة التضامن الاجتماعي والنيابة العامة وصندوق «قادرون باختلاف» وشركة أورانج مصر للاتصالات فيهدف إلى تمكين الأشخاص ذوي الإعاقة من الحصول على خدمات النيابة العامة إلكترونيًا بصورة ميسَّرة وبتكلفة مخفَّضة ، وتوفير شريحة اتصال مجانية للأشخاص ذوي الإعاقة المتفوقين والموهوبين لضمان وصولهم للخدمات الرقمية.
وقع هذا البروتوكول الأستاذ أيمن عبد الموجود الوكيل الدائم لوزارة التضامن الاجتماعي، والمستشار ياسر حسين رئيس الاستئناف مدير النيابات، والأستاذة زينة توكل المديرة التنفيذية لصندوق « قادرون باختلاف»،والمهندس هشام مهران العضو المنتدب والرئيس التنفيذي لشركة أورانج مصر للاتصالات.
وأعربت وزيرة التضامن الاجتماعي عن تقديرها للتواجد في هذا الصرح الشامخ، في رحاب النيابة العامة المصرية، محراب العدالة، وحصن الحقوق، والنائب الأمين عن المجتمع بأسره، مشيرة إلى أننا نجتمع للمرة الثانية في أقل من أسبوع، فسبق أن تم الاحتفاء بيوم تاريخي خصصت فيه النيابة العامة الموقرة غرف صديقة للطفل، واليوم نجتمع على غاية لا تقل سمواً، غاية بمثابة نافذتين يطل منهما ذوي الإعاقة والمرأة المصرية على أمل جديد، وإجراءات ميسرة وناجزة.
وأكدت الدكتورة مايا مرسي أن ما نشهده اليوم يعد تحولاً مضيئاً في حياة آلاف الأسر المصرية، نُعلي به راية السيادة للحقوق الأسرية، وندشن به وثيقة لـ “صون الكرامة”، فمن خلال بروتوكول التعاون مع النيابة العامة وبنك ناصر الاجتماعي، نضع حداً لمعاناة آلاف الأمهات والأطفال في ملاحقة حقوقهم الأساسية، ونؤكد حق كل أسرة مصرية في العيش الكريم، ونشدد على أن هذه الحقوق ليست محلاً للتسويف أو المماطلة، وبفضل الربط الرقمي والمنظومة الإلكترونية، لن تضطر الأم المصرية للانتظار طويلاً للحصول على حق أطفالها، كما تقدم خدمة ميكنة تسجيل العرائض ضد المتقاعسين عن السداد رسالة حاسمة بأن حق الأسرة مصون بقوة القانون وبسرعة ناجزة، إعمالاً لمفهوم العدالة التي لا تقبل التأجيل.
كما أنه من خلال البروتوكول الثاني نكسر كافة الحواجز التي تحول بين ذوي الإعاقة وخدماتهم، ويمثل توفير شرائح الاتصال المجانية والوصول الرقمي الميسر لخدمات النيابة العامة بالتعاون مع شركة أورانج وصندوق قادرون باختلاف تسهيلاً غير مسبوق، ووصولاً غير محدود لخدمات النيابة العامة نحو تمكينهم من الوصول إلى خدماتهم بلمسة واحدة على شاشات هواتفهم، وبنصف التكلفة، تأكيداً على أن الدولة المصرية لا تترك أحداً خلف الركب، وأن الإعاقة لن تكون أبداً حاجزاً بين المواطن وبين حقوقه الدستورية في بلد يحترم التنوع ويقدس التمكين.
وأوضحت وزيرة التضامن الاجتماعي أنه عندما تتضافر جهود التكافل الاجتماعي، ممثلة في وزارة التضامن وصندوق “قادرون باختلاف”، مع قوة القانون وحمايته، ممثلة في النيابة العامة، وتدعمهما الشراكة الوطنية الفاعلة من القطاع الخاص، ممثلة في شركة “أورانج مصر”، فإننا بذلك نؤسس لـ “درع حماية متكامل” لا يُخترق، ولشبكة أمان تضمن لأبنائنا حياة كريمة وآمنة.
ومن جانبها قالت الأستاذة زينة توكل المديرة التنفيذية لصندوق « قادرون باختلاف» إن ما نشهده اليوم في « النيابة العامة» يعد استمرارًا للجهود المبذولة من قبل الدولة للحفاظ على حقوق الأشخاص ذوي الإعاقة،ويمثل هذا التعاون خطوة مهمة نحو تعزيز جهود الدولة في دعم الأسر الأولى بالرعاية وتمكين الأشخاص ذوي الإعاقة، انطلاقًا من الإيمان بأن توفير الحماية الاجتماعية والرعاية المتكاملة هو حق أصيل، وأحد الركائز الأساسية لبناء مجتمع أكثر شمولًا وعدالة.
وأضافت توكل أننا في صندوق «قادرون باختلاف» نؤمن أن الشراكة الفعالة بين الجهات والمؤسسات الوطنية هي السبيل لتحقيق أثر حقيقي ومستدام في الحياة، بما يسهم في تحسين جودة الحياة ودعم الأسر وتمكين أبنائها، حيث يمثل هذا اليوم خطوة مهمة نحو مزيد من التنسيق والتكامل بين كافة المؤسسات الوطنية، بما يسهم في سرعة تقديم الخدمات للمواطنين، وتيسير الإجراءات، والوصول إلى الفئات المستحقة بكفاءة وفعالية، إلى جانب فتح مجالات جديدة للتعاون في خدمة الأسرة المصرية والأشخاص ذوي الإعاقة.
وأكدت أن صندوق « قادرون باختلاف» يعد ذراعًا تنسيقيًا وتنمويًا يعمل وفق رؤية واضحة تعتمد على التخطيط القائم على البيانات، والتكامل مع مختلف الوزارات والجهات المعنية، بما يضمن تقديم خدمات دقيقة تستجيب للاحتياجات الفعلية للأشخاص ذوي الإعاقة.
Minister of Social Solidarity and Public Prosecutor Witness Signing of Two Cooperation Protocols Between the Ministry and the Public Prosecution
H.E. Dr. Maya Morsy, Minister of Social Solidarity, and H.E. Counselor Mohamed Shawky, Public Prosecutor, witnessed the signing of two cooperation protocols between the Ministry, its affiliated entities, and the Public Prosecution, with the aim of strengthening collaboration between the two sides.
The first protocol, signed between the Public Prosecution and Banque Nasser Social – Family Insurance Fund, was signed by Counselor Yasser Hussein, Head of the Court of Appeal and Director of Prosecutions, and Mr. Walid El-Nahhas, Deputy Chairperson of Banque Nasser Social.
This protocol aims to safeguard public funds, protect the rights of Egyptian families, and provide them with comprehensive support and protection. It also seeks to achieve swift justice in line with the directives of the political leadership, in addition to applying full standards of digitalization and electronic archiving of rulings to facilitate retrieval when needed. Furthermore, it promotes institutional integration by linking systems across state entities to streamline workflows, enable automated data exchange, reduce time and resource inefficiencies associated with traditional procedures, and ensure the highest standards of governance and judicial enforcement.
The second protocol, signed between the Ministry of Social Solidarity, the Public Prosecution, the “Qaderoon Bekhtelaf” Fund, and Orange Egypt, aims to empower persons with disabilities by enabling accessible and affordable digital access to Public Prosecution services. It also includes the provision of free SIM cards to outstanding and talented persons with disabilities to ensure their connectivity to digital services.
This protocol was signed by Mr. Ayman Abdel Mawgoud, Permanent Undersecretary of the Ministry of Social Solidarity; Counselor Yasser Hussein; Ms. Zeina Tawakkol, Executive Director of the “Qaderoon Bekhtelaf” Fund; and Eng. Hisham Mehran, Managing Director and Chief Executive Officer of Orange Egypt.
The Minister expressed her appreciation for being present at the headquarters of the Egyptian Public Prosecution, describing it as a pillar of justice and a guardian of rights. She noted that this marks the second meeting within less than a week, following the recent inauguration of child-friendly rooms, and emphasized that today’s initiative represents an equally significant milestone—opening new avenues of hope and accessible services for persons with disabilities and Egyptian women.
Dr. Maya Morsy affirmed that the first protocol represents a major step forward in the lives of thousands of Egyptian families, reinforcing the protection of family rights and ensuring dignified living conditions. She noted that, through digital integration and automated systems, mothers will no longer face prolonged delays in obtaining their children’s entitlements. The mechanization of complaint submissions against defaulters further underscores that family rights are safeguarded by law and enforced with efficiency.
She added that the second protocol removes barriers preventing persons with disabilities from accessing essential services. The provision of free connectivity and simplified digital access to Public Prosecution services—through cooperation with Orange Egypt and the “Qaderoon Bekhtelaf” Fund—represents an unprecedented step towards inclusive service delivery. It ensures that individuals can access services easily and at reduced cost, reaffirming that the Egyptian State leaves no one behind and that disability is never a barrier to constitutional rights.
The Minister emphasized that the integration of efforts between the Ministry of Social Solidarity and the “Qaderoon Bekhtelaf” Fund, alongside the legal authority of the Public Prosecution and the support of the private sector represented by Orange Egypt, establishes a comprehensive and robust protection system that guarantees a safe and dignified life for citizens.
For her part, Ms. Zeina Tawakkol, Executive Director of the “Qaderoon Bekhtelaf” Fund, stated that this initiative reflects the State’s continued commitment to safeguarding the rights of persons with disabilities. She described the cooperation as a significant step toward enhancing social protection efforts and empowering vulnerable groups, based on the principle that comprehensive care and protection are fundamental rights and key pillars for building a more inclusive and equitable society.
She added that the Fund believes in the importance of effective partnerships among national institutions to achieve sustainable impact, improve quality of life, and empower families. This initiative marks an important step toward greater coordination and integration among stakeholders, facilitating service delivery, simplifying procedures, and ensuring efficient outreach to beneficiaries, while opening new avenues for cooperation in serving Egyptian families and persons with disabilities.
Ms. Tawakkol further affirmed that the “Qaderoon Bekhtelaf” Fund serves as a coordinating and developmental arm operating under a data-driven approach and in full integration with relevant ministries and entities, ensuring the delivery of precise and responsive services tailored to the actual needs of persons with disabilities.
