إعداد أول خريطة وطنية شاملة لدعم وتمكين الأشخاص ذوي الإعاقة

استقبلت الدكتورة إيمان كريم، المشرف العام على المجلس القومي للأشخاص ذوي الإعاقة، الفريق الفني لمشروع “تعزيز القدرات البشرية والمؤسسية للمجلس القومي للأشخاص ذوي الإعاقة لتعزيز دمج الأشخاص ذوي الإعاقة في مصر”، والممول من الاتحاد الأوروبي بالمشاركة من الحكومة الإيطالية من خلال الوكالة الإيطالية للتعاون الإنمائي (AICS)، وذلك لبحث آليات إعداد الخريطة الوطنية للخدمات المقدمة للأشخاص ذوي الإعاقة على مستوى محافظات الجمهورية كافة.
ويأتي هذا الاجتماع في إطار جهود المجلس الرامية إلى تطوير منظومة الخدمات المقدمة للأشخاص ذوي الإعاقة، وتعزيز كفاءة الوصول إليها، من خلال إنشاء قاعدة معلومات متكاملة تسهم في رصد وتصنيف وتحديث الخدمات المتاحة بمختلف القطاعات والجهات المعنية.
وأكدت الدكتورة إيمان كريم، المشرف العام على المجلس القومي للأشخاص ذوي الإعاقة، أن إعداد الخريطة الوطنية للخدمات المقدمة للأشخاص ذوي الإعاقة يمثل خطوة استراتيجية مهمة نحو بناء منظومة متكاملة تعتمد على البيانات الدقيقة في التخطيط والتطوير، مشيرة إلى أن المجلس يعمل على توفير قاعدة معلومات موحدة وشاملة تسهم في تسهيل وصول الأشخاص ذوي الإعاقة وأسرهم إلى الخدمات المختلفة في جميع المحافظات.
وأضافت أن هذه الخريطة ستسهم في رصد الواقع الفعلي للخدمات وتحديد الاحتياجات والفجوات الجغرافية والقطاعية، بما يدعم جهود الدولة في تحقيق العدالة المكانية وتعزيز جودة الخدمات المقدمة للأشخاص ذوي الإعاقة، مؤكدة أن المجلس يحرص على التعاون مع مختلف الجهات الوطنية والدولية لضمان تنفيذ المشروع وفق أعلى المعايير الفنية، بما يحقق مستهدفات الدمج والتمكين والتنمية المستدامة.
وقد تناول الاجتماع مناقشة المنهجية المقترحة لإعداد الخريطة الوطنية للخدمات، والإطار التنفيذي للمشروع، وآليات حصر وتصنيف الخدمات، والنطاق الجغرافي المستهدف، فضلاً عن تحديد الجهات الشريكة في عمليات جمع البيانات والتحقق من دقتها، بما يضمن بناء خريطة معلوماتية دقيقة ومحدثة تعكس الواقع الفعلي للخدمات المقدمة للأشخاص ذوي الإعاقة في جميع أنحاء الجمهورية.
ومن المقرر أن تمثل الخريطة الوطنية للخدمات مرجعاً شاملاً للأشخاص ذوي الإعاقة وأسرهم، بما يسهل الوصول إلى المعلومات الخاصة بالخدمات المتاحة ومواقع تقديمها، ويسهم في رفع كفاءة الاستفادة منها على مستوى الجمهورية.
Egypt to launch First National Services Map to support and empower Persons with Disabilities
Dr. Iman Karim:The National Services Map represents a significant milestone in enhancing access to services for persons with disabilities across Egypt
Dr. Iman Karim, Supervisor General of the National Council for Persons with Disabilities (NCPD), received the technical team of the project “Enhancing the Human and Institutional Capacities of the National Council for Persons with Disabilities to Promote the Inclusion of Persons with Disabilities in Egypt.” The project is funded by the European Union, with co-financing from the Italian Government by the Italian Agency for Development Cooperation (AICS).
The meeting focused on discussing the mechanisms for developing a National Services Map for Persons with Disabilities, covering all governorates across Egypt.
This initiative comes as part of the Council’s ongoing efforts to strengthen and modernize the service system available to persons with disabilities and improve accessibility through the establishment of a comprehensive information database that will identify, classify, and regularly update services provided by various sectors and relevant entities.
“The development of the National Services Map represents a strategic milestone toward building an integrated, data-driven system that supports evidence-based planning and service development.” Dr. Iman Karim emphasized that.
Also, She noted that the Council is working to establish a unified and comprehensive database that will facilitate access to information on available services for persons with disabilities and their families throughout the country.
“The map will contribute to assessing the current landscape of services, identifying needs and geographic as well as sectoral gaps, and supporting national efforts to promote equitable access and improve the quality of services provided to persons with disabilities” She explained , in addition she stressed the Council’s commitment to collaborating with national and international partners to ensure the project’s implementation in accordance with the highest technical standards, advancing the goals of inclusion, empowerment, and sustainable development.
The meeting also reviewed the proposed methodology for developing the National Services Map, including the project’s implementation framework, mechanisms for service mapping and classification, the targeted geographic scope, and the identification of partner entities that will contribute to data collection and verification. These efforts aim to ensure the development of an accurate and regularly updated information platform that reflects the actual status of services available to persons with disabilities nationwide.
The National Services Map is expected to serve as a comprehensive reference tool for persons with disabilities and their families, enabling easier access to information about available services and their locations, while enhancing the effective utilization of these services across all governorates of Egypt.
