MCIT تحبر مذكرة تفاهم مع الأكاديمية العسكرية وصندوق تحيا مصر لتنفيذ “الديجيليين”
شهد وزير الاتصالات وتكنولوجيا المعلومات عمرو طلعت ومدير الأكاديمية العسكرية المصرية أشرف سالم زاهر والمدير التنفيذي لصندوق تحيا مصر تامر عبد الفتاح توقيع بروتوكول تعاون ثلاثي بين وزارة الاتصالات وتكنولوجيا المعلومات والأكاديمية العسكرية المصرية. وصندوق تحيا مصر لتنفيذ المبادرة الرئاسية “الديجيليين” ” تم التوقيع بمقر الأكاديمية بالعاصمة الإدارية الجديدة.
Digilians هي منحة دراسية ممولة بالكامل يتم تنفيذها بالاشتراك مع MCIT والأكاديمية العسكرية المصرية، بالشراكة مع كبرى شركات التكنولوجيا المحلية والدولية، ومقدمي تنمية المهارات الشخصية واللغوية، والجامعات الدولية.
تم توقيع بروتوكول التعاون من قبل نائب وزير تكنولوجيا المعلومات والاتصال للبنية التحتية والتحول الرقمي رأفت الهندي نائب مدير الأكاديمية العسكرية المصرية محمد صلاح التركي والمستشار القانوني لصندوق تحيا مصر يامن حمدي.
ينص البروتوكول على أن الموارد المالية المخصصة لتنفيذ الديجيليين سيتم تقاسمها بالتساوي بين MCIT وصندوق تحيا مصر. كما يوضح استخدام مرافق الأكاديمية العسكرية المصرية لتوفير أماكن الإقامة والخدمات المثلى لمشاركة 30,095 على مدار ثلاث سنوات.
وزير تكنولوجيا المعلومات والاتصال أكد على أهمية المبادرة في إعداد المواهب الشابة المؤهلة القادرة على المساهمة في بناء مصر الرقمية. وأوضح أن الدجيليين مفتوح للشباب من الجنسين من جميع الخلفيات الأكاديمية والمهنية ومن كل محافظة.
كما صرح طلعت بأن المسارات الدراسية ستشمل مجموعة واسعة من البرامج مثل الدبلومة المكثفة والدبلومة التخصصية والماجستير المهني وماجستير العلوم. كما سيغطي المنهج مجموعة متكاملة من المهارات الفنية والشخصية واللغوية والناعمة والقيادية بالإضافة إلى الكفاءات الحرة.
من جهته، صرح عبد الفتاح بأن الدجيليين يعكس الدور المركزي والفعال للصندوق في دعم وتمويل المشاريع التنموية. ولاحظ أن المبادرة تهدف إلى إعداد المهنيين الشباب وتزويدهم بمهارات تكنولوجية متقدمة من خلال برامج تدريبية متخصصة في مجال الذكاء الاصطناعي وتحليل البيانات والأمن السيبراني وتطوير البرمجيات.
وأضاف عبد الفتاح أن هذه الجهود تستجيب للمطالب المتطورة لسوق العمل المحلي والعالمي، مشددا على أن الاستثمار في رأس المال البشري يمثل حجر الزاوية لتحقيق التنمية المستدامة ضمن ركيزة التدريب والتعليم للصندوق.
تقدم المبادرة تدريبًا نظريًا وعمليًا في التخصصات المتعلقة بالتكنولوجيا، إلى جانب برامج متخصصة تركز على التطوير الشخصي واللغوي والقيادي. كما أنه يعزز قدرات المشاركين في العمل الحر وريادة الأعمال، ويعزز قدرتهم التنافسية في أسواق تكنولوجيا المعلومات والاتصال المحلية والدولية.
يشترط الديجيليان الالتزام بدوام كامل طوال فترة الدراسة ويقدم شهادة مشتركة صادرة عن MCIT والأكاديمية العسكرية المصرية، بالإضافة إلى شهادات لجميع المهارات المشمولة بالمنهج. الماجستير من الجامعة الدولية المرتبطة ببرامج الماجستير تقدم المبادرة مسار تعلم شامل يجمع بين التدريب الفني والتعيين الميداني لإعداد المشاركين للوظائف في المجالات التكنولوجية الناشئة. كما يوفر مجموعة متنوعة من الأنشطة الأكاديمية والثقافية والرياضية والإجتماعية، بالإضافة إلى فرص المنافسة في المسابقات التكنولوجية المحلية والعالمية والحصول على جوائز الأداء المتميز.
يقدم Digilians مجموعة واسعة من المسارات الأكاديمية للمتقدمين للاختيار من بينها، بما في ذلك الدبلوم المكثف لمدة أربعة أشهر، والدبلوم التخصصية لمدة تسعة أشهر، والماجستير المهني لمدة 12 شهرا، والماجستري في العلوم لمدة 24 شهرا.
MCIT Inks MoU with Military Academy, Tahya Misr Fund to Implement ‘Digilians’
The Minister of Communications and Information Technology Amr Talaat, Director of the Egyptian Military Academy Ashraf Salem Zaher, and Executive Director of Tahya Misr Fund Tamer Abdel Fattah have witnessed the signing of a trilateral cooperation protocol between the Ministry of Communications and Information Technology (MCIT), the Egyptian Military Academy, and Tahya Misr Fund to implement the presidential initiative “Digilians.” The signing took place at the Academy’s headquarters in the New Administrative Capital.
Digilians is a fully-funded scholarship jointly implemented by MCIT and the Egyptian Military Academy, in partnership with major local and international technology companies, personal- and language-skills development providers, and international universities.
The cooperation protocol was signed by Vice ICT Minister for Infrastructure and Digital Transformation Raafat Hindy, Deputy Director of the Egyptian Military Academy Mohamed Salah El-Turki, and the Legal Adviser to Tahya Misr Fund Yamen Hamdi.
The protocol stipulates that the financial resources allocated for implementing Digilians will be equally shared between MCIT and Tahya Misr Fund. It also outlines the use of the Egyptian Military Academy’s facilities to provide optimal accommodation and services for the initiative’s 30,095 participants over three years.
The ICT Minister underlined the significance of the initiative in preparing qualified young talent capable of contributing to building Digital Egypt. He explained that Digilians is open to young people of the two genders, from all academic and professional backgrounds, and from every governorate.
Talaat further stated that the study tracks will include a wide range of programs, such as the Intensive Diploma, the Specialized Diploma, the Professional Master’s, and the Master of Science. The curriculum will also cover a comprehensive set of technical, personal, linguistic, soft, and leadership skills, in addition to freelancing competencies.
For his part, Abdel Fattah stated that Digilians reflects the Fund’s central and active role in supporting and financing development projects. He noted that the initiative aims to prepare young professionals and equip them with advanced technological skills through specialized training programs in artificial intelligence, data analytics, cybersecurity, and software development.
Abdel Fattah added that these efforts respond to the evolving demands of both local and global labor markets, stressing that investment in human capital serves as a cornerstone for achieving sustainable development within the Fund’s training and education pillar.
The initiative provides theoretical and practical training in technology-related disciplines, alongside specialized programs focused on personal, linguistic, and leadership development. It also strengthens participants’ abilities in freelancing and entrepreneurship, enhancing their competitiveness in domestic and international ICT markets.
Digilians requires full-time commitment throughout the study period and offers a joint certification issued by MCIT and the Egyptian Military Academy, as well as certificates for all skills covered in the curriculum. The master’s degree is awarded by the international university associated with the master’s programs. The initiative delivers a comprehensive learning pathway that combines technical training and field placement to prepare participants for careers in emerging technology domains. It further provides a variety of academic, cultural, sports, and social activities, in addition to opportunities to compete in local and global technology competitions and receive awards for outstanding performance.
Digilians offers a broad selection of academic tracks for applicants to choose from, including the four-month Intensive Diploma, the nine-month Specialized Diploma, the 12-month Professional Master’s, and the 24-month Master of Science.
